Oklahoma Bicycling Coalition Board Meeting 7-10-2010

Held at Metro Tech in Oklahoma City

Meeting called to order at 2:05 pm

Members attending: Mary Cash, Pete Kramer, Kevin Mussett, Richard Hall

OBC President Kevin Mussett reported that we have completed the Route 66 grant application with the help of the Oklahoma Department of Tourism. The OBC has committed $1000 of our funds if this grant is approved. We should hear, yes or no, before September. It would be the start of a bicycling corridor in Oklahoma.

The OBC has purchased another 100 of the Illinois cycling safety DVD. Karen Gentry, Oklahoma Department of Public Safety, received one and likes it enough to pass it along. Kevin has taken these to several State Agencies. The OBC may want to send one to all the commercial driving schools in Oklahoma. The 7 minute video is aimed at car drivers and bike safety. If OBC member would like to share it with other groups, just request one from the OBC secretary.

Kevin Mussett participated in the National Alliance for Biking and Walking Rumble Strip conference call, Oklahoma is not the only state with non standard rumble strips. Kevin Mussett wrote letters, concerning rumble strips, to state officials and has received a response from the Governor’s office and State Rep Cory Williams.

Kevin Mussett sent letters of support for Safe Routes to School and a letter thanking Transportation Secretary Ray LaHood for his support of bicycling. Kevin Mussett purchased a Bicycle Benchmarking report from the Alliance of Biking and Walking. The report has lots of good information if anyone is preparing to meet with their city council on bicycling issues. Kevin noted that Edmond has their first Bike to School Day. Kevin suggests the OBC can pursue many more bicycling grants for Oklahoma and the Oklahoma Bicycling Coalition.

OBC treasurer Arletta Webster was absent from the meeting and sent in a Treasurer’s report. The current balance for the OBC is $4696. The OBC is spending more than our income this year.  There were no donations to the OBEF fund.

Secretary Mary Cash reported that OBC membership is down for 2010. This is strange because the OBC has been doing more, a suggestion was made that perhaps Oklahoma cyclists are happy with our progress and don’t realize we need their support. There will be an email blast to former OBC members informing them of our progress and asking them to join the OBC.
The 500+ letters to all the law enforcement in Oklahoma has been mailed.

Education Chair Don Norvelle is out of the country. Pete Kramer reported that the Safe Cyclist program, adapted from the Texas SuperCyclist program is making progress. There are 19 applications for Oklahoma field trainer education to be proved by Oklahoma Dept of Health. The Ok Dept of Health only has funding for 10 trainers. If we want to accept more than 10 the OBC will have to raise the additional money needed. If all goes well, the OBC will be in Norman with the Safe Cyclist trainers in October training the first PE teachers to offer this in Oklahoma public schools in the spring. Pete says each trainer can train 10 teachers, so by the end of the conference we should have more than 100 teachers able to use the program with their school children. This would be a great start. The board discussed how important this is, how many years we have been waiting to get to this point and how the money needed would push this project forward. It was the OBC board’s decision to go to our membership and other bicycling groups in Oklahoma with a request to donate to the Oklahoma Bicycling Education Fund, a 501C3 tax deductible donation, to be able to train all 19 applicants for Oklahoma Safe Cyclist field trainers. Pete also noted that many of the 19 applicants needed to take the Traffic Skills 101 to be offered in Edmond on July 23rd, lead instructor will be Ren Barger, from Tulsa.

New Business - Richard Hall is working on a new LAB LCI class to be held in Tulsa. LAB sets the tuition fee at $200. The date has not been set, contact Richard Hall if you are interested in an LCI class in Oklahoma.

Postpone the Oklahoma Bicycle Summit until next year. We are not ready, we need more committee members and maybe a big name to draw more participants. If you have any ideas or would like to volunteer, please contact Kevin Mussett or any OBC board member.

Create more of an event for our OBC annual meeting, which is scheduled for November 6, 2010 in Stillwater. The Red Dirt Pedalers will plan a ride in the morning, with an 18 or 36 mile length. After the ride, we will meet at a local restaurant for lunch.  Followed with our annual meeting at 1:30pm. There will be drawings for door prizes. If anyone has an idea for something we can add to our annual meeting, please contact an OBC member.

Legislative Day –  In 2010 bills were introduced to deal with distracted driving, texting while driving and the Red light law. There has been some interest in a Legislative day at the Oklahoma Capital for bicyclists to show our concern for legislation dealing with bicycling on our streets and highways. This would be best held in February when the legislators are introducing new bills. We would meet as a group for breakfast, learn about the new legislation, get bills numbers of the new legislation we support and then go visit the offices of the legislators from our districts. If you would like to volunteer to help with this project, please contact Mary Cash or any one of the OBC board members.

OBC Board Meeting April 18, 2010

Held at County line in conjunction with Live Earth Festival

Call-To-Order at 2:10

Members present: Kevin Mussett, Pete Kramer, Mary & Wes Cash

President’s Report; President Kevin Mussett reported progress on the creation of an OK state bicycle advisory committee to be appointed by the governor. Our Live Earth booth looked great, created interest and we collected more than 100 signatures of support for the Route 66 proposed bicycle corridor. The OBC would like more letters of support for the Route 66 proposed bicycle corridor, we will ask bicycle clubs and dealers for letters. These must be received by May 14th. Kevin will ask about putting a sign up sheet on the OBC website.

Treasurer’s Report: Arletta Webster was unable to attend this meeting. The current balance of OBC is $4984.67 (before Live Earth expenses) and OBEF is $150.15

Secretary’s Report: Ordered and received new OBC banner and OBC stickers in black and yellow, used for Live Earth and will be available for many other exhibits. Created 500 more OBC brochures and 150 OK state bicycle laws. Created business cards for OBC officers.

Education Chairman's Report: Safe Cyclist program for grades K – 2 has been completed and is available for Free download from the OK State Dept of Health. This program was prepared by Mary Talley from OSU working with Matt Courtney OK Dept of Health. The Safe Cyclist program for grades 4 & 5 is completed, we are waiting for a grant to provide the funding for training.

Law Enforcement Chairman's Report: Law enforcement letter is ready to send, waiting for updates on mailing lists.

Legislative Chairman’s Report: Idea for Oklahoma Bike Summit is moving along. There are many OK state agencies that are willing to participate. Proposed dates at Nov 5 & 6. We are currently working on a list of possible events/classes/breakout sessions. A Friday for city and state engineers/planners and Saturday sessions for bicycle enthusiasts which would include an OBC annual meeting

President’s Report – there has been a lot of activity since the last meeting.

The new Digital OBC Oklahoma tag has been approved and can be changed in the future if the OBC wants a new design.

Tom Brown and Kevin Mussett attended the IOWA Bike Summit Jan 30,31 to see if we could borrow ideas from their summit to use for our own in OK.  The Summit was well attended with engineers and traffic people from most of Iowa’s cities – probably 75-100 in attendance. The Iowa Dept of transportation was well represented. I believe that we should proceed in putting together an OK Bike Summit this fall. We will need volunteers to help with this project. Oklahoma Department Of Transportation or Tourism will work with us to produce the maps and post them to the website, they will also list bike rules to Oklahoma tourism websites.

Letters have been requested from all Bike shops and bike clubs in Oklahoma and businesses and towns along the Route 66.

Kevin communicated with Karen Gentery, Dept of Public Safety about getting bicycle questions on the Oklahoma driving test. While researching this, Kevin found a 6 minute DVD from the state of Illinois dept of transportation on bicycle safety, we have permission to reproduce this DVD. Pete said this DVD can be posted on the OBC website. There is interest in producing this DVD in quantity, to send to drivers ed trainers, we will check on pricing before the next meeting.

OBC is revisiting the rumble strip regulations with ODOT, after an email exchange, following the installation of 165 miles of bad rumble strips on Hwy 177 north of Stillwater. Kevin applauds Pete Kramer’s work with League of American Bicyclists. Mary Cash suggested that Pete Kramer would make a good legislation chair. Pete accepted and was appointed to Legislation Chair by President Kevin Mussett.

Lary Willis is the ODOT bicycle representative at ODOT, Oklahoma went eight months without a bicycle representative in 2009.

Kevin Mussett wrote a OBC letter of support, that Mary Cash and Ren Barger delivered to OK delgates at the Bike Summit in Washington DC.

Kevin has made contact with former Tulsa Mayor Roger Randall, a bicyclist, who is willing to work with OBC on future projects.

Katie Wilkes-Ball has invited the OBC to represent bicycles at Live Earth being held at Remington Park April 16-18.  The OBC is looking for volunteers to work at this booth. Pete will liaison with Live Earth. The booth cost is $250 and will have Susan’s OBC brochures, OBC banner, stickers, T shirts, handouts of events. OBC Booth Volunteers are needed for Friday 5:50-10pm, Saturday 10AM – 9PM and Sunday 10AM – 8PM. Contact Pete Kramer for shift schedules.

Treasurer’s Report Mary Cash reports our current balance is $5808.11 on the OBC account and the OBEF account is $150.  Allison Hale has resigned due to moving to Texas. President Kevin Mussett appointed Arletta Webster to fill the treasurers position. Arletta will purchase a copy of quicken for the OBC/OBEF record keeping, A Stillwater CPA firm will check on file the IRS forms, this is a budgeted item. The OBC spent $350 on Bike Summit registration for Ren Barger. The OBC voted to reimburse Kevin Mussett $150 registration fee for the Iowa bike summit.

Secretary’s Report, Minutes approved from 11/08/2010, posted online. Susan created a wonderful brochure for OBC, this has been mailed to every member and all the bike clubs and bike shops. Every new member is receiving the Ready to Pedal DVD, the mailing cost is $1.05 but members seem to like the DVD.


Education Chairman's Report - There is new Safe Routes to School funding available to ODOT, which may allow for the Super Cyclist program to move forward. The Route 66 grant proposal will be presented in May. We need letters of support from bike shops, bike clubs and all interested parties.

Law Enforcement Chairman's Report - Shawn Gibson has written a new 2010 letter to Law Enforcement, that OBS will mail to all law enforcement with a page of Oklahoma Bicycle laws. Shawn will bring an updated list to Mary before we mail. Shawn Gibson is offering a police bike school scheduled for May at OSU.New Business/Member comments.

Arletta Webster brought in a visibility vest from Bike Florida. There was interest in producing these for the OBC. Mary will research costs and report at the next meeting. This vest made by Ansell, a USA company, # RN49636 imprinted

Proposed Oklahoma State Bike Summit - The LAB has created an outline of how to hold a State Summit. Pete is looking at the Delaware Bike Summit, Kevin attended the Iowa bike summit, several ideas and proposed agendas were discussed to create an Oklahoma bike summit.
Pete suggests that Oklahoma gets a bicycle advisory council approved by the state, and appointed by the governor under ODOT umbrella similar to Delaware to make us more visible to state government.

Washington DC Bike Summit report from Mary Cash.  March 9-12 was the 10th annual Bike Summit sponsored by the League of American Bicyclists, Bikes Belong, TREK, National Bicycle Dealers Association and many more sponsors. There were 660 people, both from the bicycle industry and bicycle advocates, representing all fifty states. Ren and I had meeting with the staff of Oklahoma Senator Tom Coburn, Senator James Inhofe, Representative Frank Lucas, and Representative John Sullivan, who is the only Oklahoma member of the Congressional Bike Caucus.  Ren Barger was unable to attend the OBC March 14 meeting but sent a Thank You letter to the OBC for paying her registration fee.Set date for next OBC board Meeting on April 18 during or after the Live Earth Oklahoma. Kevin and Mary will check out possible meeting places.
